Handwritten letter from T. C. [Thomas Clarkson] Moffatt, of the Seamen's Fund and Retreat (N.Y.), to Captain Thomas Melville, regarding the mental and physical well-being of James Martin [who possibly may have gone under the alias of Patrick Rooney]. Moffatt notes that Martin is physically well, but that he is not of sound mind at that time and may never be. At the end of the letter, Moffatt also provides an update to Melville on another individual, B.
