Abstract
Handwritten letter from William H. Starr, Commissioner of Charities, New London, Connecticut, to Captain Thomas Melville, regarding Jonathan Chappell and Jeremiah Beebe, inmates of Sailors' Snug Harbor, who were previously residents of New London. Starr explains that Chappell and Beebe return occasionally to New London, "under pretense of visiting their friends," then visit saloons, spend their return fare money, and request money from Starr to return to Sailors' Snug Harbor. Starr asks that Governor Melville revoke the inmates' privilege to visit New London until they agree to pay their own expenses for travel.
