Handwritten letter from Giraud Foster, of Richmond Talbot, Coal and Iron Exchange, to Captain Thomas Melville. He refers to the wharfage and other fees mentioned in his previous letter of July 15, 1878, which Melville appears to have sent him, but is concerned that some of the fees are very high.
