Abstract
Handwritten notes by Captain Thomas Melville for a letter to the Trustees of the village of New Brighton, N.Y.. Melville writes that there are parties hauling dirt from the street between Clinton Avenue and Sailors' Snug Harbor, which Melville feels they should not be able to do, as dirt will be required to grade that street, for which the taxpayers will foot the bill if the existing dirt is taken away.
